Legislator Spotlight: Representative Junie Joseph, Colorado
May 22, 2025

What motivated you to get involved with environmental issues?
My motivation to work on environmental issues comes from a deep belief that everyone—regardless of income or background—deserves access to clean air, safe water, and the benefits of a healthy planet. Growing up, I saw how environmental challenges often hit working families the hardest, while sustainable options remained out of reach for many. That inequity drives me to focus on solutions that not only protect our environment but also make it more affordable and practical for people to live sustainably.
What environmental issues are you most passionate about and why? How have you worked in the legislature to address these issues?
One of the environmental issues I am most passionate about is making environmentally conscious solutions more affordable and accessible for everyone. Recently, I worked to advance Colorado House Bill 25-1268, which proposed establishing a statewide utility on-bill repayment program. This initiative aimed to help residents finance energy efficiency and electrification upgrades—like insulation, heat pumps, and solar panels—through their monthly utility bills, reducing upfront costs and expanding access to clean energy improvements. Although the bill did not pass this session, I remain committed to this cause and plan to reintroduce the legislation in 2026, continuing the push for equitable and affordable climate solutions in Colorado.
How has NCEL helped you in your work?
NCEL has had a significant impact on my work by connecting me with legislators across the country who are leading on innovative climate policy. It was during an NCEL trip that I first learned about on-bill financing as a tool to make energy efficiency upgrades more accessible, and that experience directly inspired me to bring the idea back to Colorado. The network has not only provided policy inspiration, but also a sense of community and momentum in advancing bold, equitable environmental solutions.
What is your greatest environmental policy success story?
I’ve worked to pass key legislation to reduce wildfire risk, improve air quality, and support clean energy infrastructure. I’m especially proud of our work to give utility customers more control and to elevate youth voices in environmental justice.
